No more dawn queues at the ward office.
A municipal office needed more than paper tokens — a digital queue citizens trust and staff can run. Handling citizen services through paper tokens, shouted names, and memory-made queues made every busy morning at the office increasingly difficult. iSoftro engineered a citizen queue platform designed precisely around how ward offices really work — tokens, counters, walk-ins, and scheduled visits, with every event audited.

Project Overview
The ward office serves hundreds of citizens weekly — registrations, recommendations, certificates, and clearances. As demand grew, the gap between dawn queues and closing time kept widening: paper tokens got lost, names were misheard, and nobody could say how long the wait really was.
Before this platform, tokens were paper slips, queues lived in staff memory, and walk-ins competed chaotically with scheduled visitors. Disputes over who was next were daily, and supervisors had no record of what each counter actually processed.
iSoftro stepped in with a queue system modeled on the office itself: services, counters, operators, and tokens as database citizens — with transactional state machines, role-based access, and an audit trail on every mutation.

The Challenge
A public office runs on trust — and paper queues looked arbitrary even when staff worked fairly. Every disputed turn eroded confidence.
- Dawn Queues: Citizens arrived before opening to hold physical places in line — the elderly and disabled waited longest, with no way to book ahead. (Result: Queues from 6 AM)
- Lost Paper Tokens: A dropped or misread paper slip meant losing your turn — with no record to appeal to and tempers rising at the counter. (Result: Daily turn disputes)
- Invisible Waits: Citizens could not see queue progress, so they crowded the hall instead of timing their return — packing the room all day. (Result: Packed halls, wasted days)
- Unaudited Counters: Supervisors could not verify which counter served whom, how long each service took, or where bottlenecks formed — management ran blind. (Result: Blind supervision)
Our Solution
One order of service, visible to all. We designed a civic backbone that maps directly to office reality: service catalogues, document checklists, counters, operators, and citizens.
- Digital Token Issuance: Citizens book online, scan at a kiosk, or walk in — every path mints a sequenced, auditable token that can never be duplicated or skipped.
- Live Queue Boards: JSON status endpoints power live boards and citizen views: now-serving numbers, per-counter progress, and honest wait estimates.
- Counter Workflows: Operators call next, mark no-shows, pause for documents, and transfer between counters — with scheduled visits interleaved fairly.
- Reports & Audit Trail: Supervisors see throughput per counter, service, and operator — plus a full audit log. Fairness becomes measurable, not anecdotal.

Project Results
Sequenced, auditable tokens ended who-was-next disputes. Citizens watch the board; staff work the queue; supervisors see everything. Every token event is logged against an operator and counter — fairness stopped being a claim and became a record.
